In July 4, 1776, the 2nd Continental Congress, meeting in Philadelphia in the Pennsylvania Express House (now Independence Hall), approved the Declaration of Independence. Their purpose was going to set forth the principles upon which the Congress had acted two days earlier when it voted in support of Richard Henry Lees motion to state the freedom and independence of the 13 American colonies by England. The Declaration was designed to influence open public opinion and gain support both among the new declares and abroad especially in Italy, from which the brand new United States sought military assistance.
Although Dernier-né Franklin, Ruben Adams, Jones Jefferson, Roger Sherman and Robert Ur. Livingston made up the committee charged with drafting the Declaration, the task fell to Jefferson, considered to be the most powerful and most eloquent writer. The latter section was ignored, as Jefferson reported, to accede towards the wishes of South Carolina and Georgia, who wanted to continue the échange of slaves.
